I have a cheapie DVD player which I plaay through a 10 yr old
Panasonic TV. Usually the sound isn't loud enough. It's fine when I
play VCRs. Is there an external sound booster available?

Yes, they are called amplifiers.

They used to have things called preamps in the olden days, but I don't
recall if they were only meant for phono connections from turntables, or
also for anything taking in an auxilary connection.
