I have a load of recordings from a set-top box. I would
like a program that puts in chapter markers, say every 10
minutes. Also would like one that does not re-encode,
which should not be needed with files under 4 GB size.

What file extension do the set-top box recordings have?
I make dvds from TV recordings all the time, I don't know of any single
program that does everything that is free. And you have to avoid those
dodgy ones that re-encode and lower the quality. Transcoding without
the extra work is probably quite common.

I record in dvr-ms format (I find in the long run the results of sound
syncing are more dependable than .mpg, but that can be done).
Convert to mpg using DVRMSToolbox, an awful bloaty program that tries to
be too clever, but it's the best I can find.
Use ProjectX for the next stage. It can be used to edit out unwanted
parts, and to add chapter markers, but is not easy to learn how to do
all that with, or I haven't tried hard enough.
Then reauthor to DVD using Ifoedit with the demuxed parts from ProjectX.

Resulting quality seems fairly retained, not as bad as DVD authoring
programs that give you an option for the resulting quality, meaning they
are doing too much.

I haven't investigated chapter markers, but under GNU/Linux there is a
package called videotrans that takes most of the pain out of the process

frame rate of the source material).

the results in alt.2600.cracks or similar for help with software. :-)
