The usual reason. To accustom kids to accept bentshots as normal.
There was some asshole in UK was pushing for "uni-sex" school uniforms
ie: long pants for Girls and kilt-like skirts for boys. This was just
in case any of the kids...who THOUGHT they were Gay could dress
accordingly and not feel odd-man-out....for chissake! :-(
