When downloading these from the internet, how do I know
which to choose, because some come with different fps
speeds.?

I find www.addic7ed.com excellent.
It doesn't offer "different fps" but does offer different languages.

Also try a program called Subtitle Workshop. Lets you lengthen or
shorten running time of the SRS subtitle file to fit your video source
perfectly.

Sounds good, tho I don't seem to have trouble these days.
It certainly would have helped in the past.

Use MediaInfo to find out the details of your video file and then use
Subtitle Workshop v2.51 to correct any errors in the subs track and
lengthen or shortened as required - I have seen subs offered in 25fps
and 23.96 fps as well as various languages.
